Rules GOV.UK still checks
Size is only one test. Official guidance (same themes as the photo page on GOV.UK) still requires a recent likeness, a plain light background, eyes open and visible, and a neutral mouth. No sunglasses. Head coverings only for religion or medical reasons, with the face visible.
Digital uploads are scored by an automated system as well as a human. Shadows on the face, a cropped forehead, or a busy jumper that blends into the background are common rejects even when the file is 413×531. If GOV.UK asks for a retake, fix lighting — do not stretch a failed crop.

Can I use this for a UK visa or ETA photo?
Many UK visa photos use the same 35×45 mm size. ETA is a different product — check /uk/eta and the GOV.UK ETA service. Always read the form.
