Job SummaryThe Senior QS & Procurement Specialist will lead all commercial and procurement functions for the construction of an Electric Vehicle (EV) manufacturing factory, including production buildings, utilities, clean rooms (if applicable), testing facilities, and supporting infrastructure.This role ensures cost control, efficient procurement of specialized equipment, and contract compliance, while supporting successful delivery of a high-tech industrial facility. Key Responsibilities:Develop and manage project budgets, cost plans, and cash flow forecasts for the EV factory construction project.Prepare, review, and manage Bill of Quantities (BOQ) covering civil, structural, MEP, and industrial systems.Monitor project costs and deliver accurate cost reports, forecasts, and variance analysis.Evaluate and certify progress claims, variations (VO), and final accounts in accordance with contract terms.Lead value engineering initiatives to optimize project costs without compromising quality and performance.Analyze cost implications arising from design changes, construction methods, and project scope adjustments.Develop and implement procurement strategies for construction works, MEP systems, utilities, and specialized factory equipment.Prepare and manage tender documentation (RFP/RFQ), including scope definition and commercial requirements.Lead the full tendering process, including prequalification, bid evaluation, negotiations, and contract award.Manage sourcing and procurement of specialized international suppliers (EV production lines, automation, robotics, OEM vendors).Conduct commercial negotiations and ensure selection of competitive and technically compliant vendors.Monitor and control procurement schedules, ensuring alignment with overall project timelines and milestones.Draft, review, and administer contracts (FIDIC or equivalent), including managing variations, claims, disputes, and EOT assessments.Coordinate with engineering teams on factory layout, production flow, utilities integration, and equipment installation planning, including cost evaluation for specialized systems (clean rooms, heavy machinery, industrial flooring).Act as the commercial focal point among client, contractors, and vendors while ensuring risk management, regulatory compliance, supplier performance monitoring, and audit readiness. Qualifications & Requirements:Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.Professional certifications such as MRICS / RICS, PMP, or equivalent are highly preferred.Minimum 10–15 years of relevant experience in quantity surveying, cost control, and procurement within large-scale construction projects.Proven experience in industrial or manufacturing facility projects, preferably EV, automotive, or high-tech factories.Strong background in PMC, EPC, or consultancy environments managing multi-disciplinary construction packages.In-depth knowledge of contract administration (FIDIC or equivalent), including claims, variations, and dispute resolution.Demonstrated expertise in procurement strategy, tendering processes, and vendor management, including international sourcing.Solid understanding of MEP systems, utilities, and industrial equipment procurement (automation, production lines, etc.).Proficiency in cost control tools, MS Excel, and ERP systems (e.g., SAP, Oracle) with strong analytical skills.Excellent communication, negotiation, and stakeholder management skills, with the ability to work in a fast-paced, complex project environment.
