Plan Indonesia supports the humanitarian scale-up, aiming to be the NGO partner of choice to promote and support girls in emergencies. While Indonesia is a disaster-prone country, Plan Indonesia will support the needs and gaps experienced by children and young people, particularly girls in emergencies. Opportunity The Safeguarding Specialist leads safeguarding and Protection from Sexual Harassment, Exploitation and Abuse (PSHEA) initiatives across Plan Indonesia.
The role is responsible for strengthening safeguarding culture, managing risks, ensuring safe recruitment and partnerships, responding to safeguarding concerns, and embedding safe practices across programmes, communications, sponsorship, and digital platforms.
This role also works closely with government partners, represents Plan in national and sub‑national forums, influences policy, and advances inclusive, equitable, and safe practices to strengthen Plan Indonesia's impact for children and girls.
Key
Responsibilities 1. Ensure all policies, programs, influencing activities and operations of YPII promote, and adhere to the safeguarding principles and policies in line with Plan International’s standards Provide advice on safeguarding and PSHEA in programming (include global flagship on preventing violence) in line with the global guidance and ambition of CS5.
Ensures that all activities apply safeguarding standards, for example: risk mitigation analysis, informed consent, safe involvement, and engagement of all participants. More integrated programs in different areas and departments like resource mobilization, program quality development and partnership, program, brand and strategic communication, and operations.
Project designed and developed aligning with program strategies and focus that support the specific objectives, safeguarding components as well as overall objectives of CS5 of YPII. Supporting the development of high-quality, integrated, and innovative interventions safeguarding and PSHEA programs in collaboration with other teams within YPII. 2. Ensure YPII staff and partners adopt the culture of safeguarding and apply the principles and
requirements of safeguarding, including relevant Implementation Standards and Guidelines relevant to their area of responsibility Supporting and working together with Country Management Team (CMT) to ensure the promotion of safeguarding culture and LET’S ACT values in YPII, so that every area/department has regular meetings about safeguarding and PSHEA. CMTs become role models and points of contact who have knowledge and skill in providing advice for their team.
Collaborate with People and Culture Section to build staff understanding and capacity to apply the safeguarding culture and LET’S Act values. Investigator for safeguarding and PSHEA case with safeguarding and PSHEA investigator team. Ensures that staff and partners are aware of and understand their
responsibilities under key policies related to safeguarding and PSHEA, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. 3.
Ensure YPII has strong positioning vis‑à‑vis key stakeholder, especially the Government and development actors, as the leading organization on safeguarding Collaborate effectively with the Brand and Strategic Communication Section through regular coordination and planning meeting to develop implementation strategy, including on global/regional campaign such as GTO, CEFM, EVAC and other campaign and advocacy initiatives related to safeguarding.
Support Brand and Strategic Communication Section and Program Department in engaging with key ministries especially, including providing inputs, materials as needed, connecting to key person and stakeholder. Advocate for the adoption of safeguarding policies by government and other key stakeholders. Contribute actively on safeguarding network both external/internal Plan International.
Represent YPII in the national and international safeguarding forums, networks, donor communities, INGOs as well as different government and non‑government committees. Produce one learning product and sharing session with global and regional per year. Produce quarterly and annual reports that show safeguarding implementation, innovation, progress, and achievements. 4.
Ensure YPII has good internal support and a network of specialists and focal points with advanced capacity for safeguarding Conduct capacity building to all staff in designed and development activities and MER at program and project. Facilitate learning materials, modules, manuals, guidelines developed aligning with nationally defined curriculum and competencies based on program strategies and approaches.
Monitoring and supervision mechanism developed with necessary guidelines and tools along with specific feedback mechanism that continuously improve the activities and interventions to achieve safeguarding objectives. Professional capacity of Safeguarding team members developed following a define strategy and plan that supports the quality implementation and monitoring of the program. 5.
Ensure Child Protection in Emergency (CPIE), Safeguarding, and Prevention of Sexual Harassment, Exploitation and Abuse (PSHEA) are embedded in YPII’s Emergency Response (ER) Contribute sharing in the network and provide technical support, during emergency setting (CPIE Cluster and PSHEA Cluster) for ER team related to CPIE, safeguarding and PSHEA. Actively sharing and providing inputs in regional, and international forum related to CPIE, safeguarding and PSHEA.
All humanitarian partners have a minimum requirement in knowledge, skill, and behaviour to CPIE, safeguarding and PSHEA.
Requirements for The Role Experience and Knowledge Bachelor’s or Master’s Degree in one of the disciplines relevant to the following areas: social work, child protection, law, human rights, psychology, gender studies, public policy, international development, international law, or other related fields Minimum of 5 years of professional experience as a Safeguarding and PSHEA Specialist Knowledge of the links between children's rights, gender equality, and NGO development programming practice Demonstrated understanding of girls' rights issues, contextualized to an NGO and the linkages between the Convention on the Rights of the Child (CRC), Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and the Sustainable Development Goals (SDGs) Knowledge of safe and inclusive programming frameworks and their application to child and youth‑rights programming, particularly for girls Excellent understanding of the practicalities of designing, implementing, and evaluating high‑quality programs that fulfil children's rights, with emphasis on promoting gender equality and girls' empowerment Excellent understanding of relevant policy‑making processes and institutions on Have experience in designing proposals, guidelines, and standards, monitoring and evaluating safe programming in cross‑cutting with gender equality approach Strong teamwork Ability to build internal and external networks across countries Facilitation and training skills for children, young people, and adults Dealing with conflict with tact and a controlled manner Knowledge of theory of change and socio‑ecological framework Understanding of social norms, research and other tools to ensure that organization, people and programming are gender sensitive and inclusive Knowledge of Adolescent Sexual Reproductive Health and Rights (ASRHR) and Gender-Based Violence (GBV) Knowledge of nexus programming in the aspect of during emergencies situation Strong ability to communicate theoretical concepts in simple terms and to apply these to practical solutions Ability to inspire others and bring them around a common agenda Strong management and public mobilization skills A confident public speaker with media skills We encourage and support an inclusive work environment; women are encouraged to apply.
